Key details about the role and the candidate
The Area Authority role reports to the Senior Turan Drilling & Engineering Company Representative (Rig Superintendent) and functionally to the Offshore Installation Manager (OIM) as the DC&I focal point for Control of Work (CoW).


You and the role

  • We are looking for a skilled and experienced Area Authority to join our offshore team at Turan Drilling & Engineering, based at our Azerbaijan Offshore Rig locations.
  • The Area Authority is responsible for supervising daily offshore operations and ensuring the health and safety of all personnel under their authority. They play a critical role in managing the Upstream Control of Work (CoW) process within their designated area of responsibility. There may be more than one AA at any particular site. The AA reports functionally to the OIM as DC&I focal point for CoW in their assigned area.

 

Primary responsibilities

  • Leads CoW for a designated area within the site and is responsible for all CoW activity within that area.
  • Approves IDP’s(Isolation De-isolation Plans) and confirms Isolation Integrity before issuing permit to work
  • Approves Risk Area 1 Risk Assessments and issues to the Performing Authority (PA)
  • Carries out PA and IsA competency assessments (when appointed by OIM)
  • Works with planners and schedulers to provide guidance on and prioritize planned and unplanned work requests (2-week gate criteria).
  • Acts as TRA Facilitator for L2 Risk Assessments.
  • Attend platform daily CoW meeting and review all work scheduled for the following day, including emergent work.
  • Liaising with Rig Superintendent on day-to-day planning of drilling operations and permit requirements.
  • Liaising closely with the Performing Authority (PA) when planning permits, to ensure that the appropriate hazards and controls have been identified for that task using HITRA process.
  • Ensuring the appropriate level of risk assessment is carried out for the task.
  • Ensuring that all the appropriate control measures have been put in place prior to allowing a Permit to be issued, confirming that the PA fully understands the scope of the task and that other members of the work party have been fully briefed via a safety Toolbox Talk or equivalent means of communication.
  • Ensuring that worksite inspections are carried out before, during and after the performance of each task (some of this may be delegated).
  • Ensuring that adequate handovers take place at shift change, crew change or other change out/over of AA’s, PA’s and IA’s.
  • Validate lessons learned and audits
